What Should Be the Fundamental Virtue of Global Institutions?

The processes of globalisation and the idea that democracy can be the only legitimate form of political rule have led many influential theorists to argue that the global order should be more democratic (cosmopolitan democracy), which would require ‘copying’ the political institutions of domestic democracy and apply them to the global level. Rather than focusing on the problems that such a transition may raise, the paper will consider, in turn a) whether international legitimacy is best conceived in terms of democracy; and b) whether legitimacy rather than justice is more appropriate to tackle the issues of a globalized politics.
