Prerequisites
The course requires a basic knowledge of public administrations from a legal and administrative point of view. Lacking this, the teacher will recommend specific references.
Learning outcomes
The Course aims to enable students to acquire
a knowledge of public administrations under the managerial perspective, focusing particularly the attention on the issues of governance, management and the accounting information system. At the end of the Course, students will be able to interpret public budgets and reports in light of the accounting reform (Legislative Decree 118/2011 etc.), to apply the performance cycle and interpret the processes of public value creation according to the public management mainstream, with particular reference to that of New Public Governance. The Course also allows students to learn the good managerial practices that contribute to govern and manage cities based on the principles of sustainability applied to public services, consistently with the objective 11 of Agenda 2030 (SDG 11.Sustainable Cities and Communities).
Course contents
The Course Programme includes the following contents:
- Public Administrations: notions and characteristics
- Governance, Management and Accountability of public administration
- Public services delivery according to the SDG 11 of the Agenda 2030
- The mandatory accounting documents of Local Authority
- Consolidated Financial Statements of the Local Public Administration Group
- Basic notion of the Participatory Budget and Social Report in public administrations
Teaching methods
The course will be developed, in compliance with the health regulations, in presence, with lectures that will be recorded, to allow the asynchronous vision by those who cannot be attendant in the classroom. The contents of each lesson will be exposed through the projection of ppt slides that will be uploaded on the KIRO didactic platform in relation to the course. The teaching method adopted is based on the work & class, with the proposal of business cases to be solved and subsequent discussed in the classroom. Some hours of lessons will be dedicated to seminars held jointly by professionals and the teacher of the course.

2) Additional teaching material distributed through the KIRO platform.
Assessment methods
The exam consists of an oral test (remotely or in presence if the conditions of the classrooms will guarantee health safety measures).
An optional short paper on a topic chosen by the student among those indicated in the program is foreseen as an test in itinere. The score, if accepted by the student, remains valid for the entire academic year and will contribute to the final assessment.
