Obiettivi formativi
The first module will examine and compare the legal/institutional settings of systems of regional integration such as the European Union, Mercosur and the Andean Community of Nations, the Northern American Free Trade Association, as well as, possibly, the Council of Europe, the Organisation of American States, and the African Union. Such an approach will allow students to better understand the differences between ‘deep integration’ and other forms of integration (‘thin integration’ or ‘hollow integration’).
Programma e contenuti
Two major issues will be addressed: (i) why ‘copy-pasting’ the legal/institutional setting of a system of deep integration does not work; and (ii) how adequation between the type of integration that is pursued and the legal/institutional setting can be achieved, or at least sought.
Metodi didattici
The course will be based upon case studies. Previous legal education is not a requirement; students will be trained in understanding and commenting upon relevant legal documents: treaties, decisions directives, regulations and other binding documents issued by regional organisations, as well as court rulings.
Testi di riferimento
As a first approach to the issues that will be examined, students are invited to read: Jacques Ziller, ‘The Challenge of Governance in Regional Integration – Key Experiences from Europe’, EUI Working papers Law n° 2005/11 (accessible on-line in the electronic reserved area 'Area riservata').

For students who wish to deepen their background knowledge of international law and of the legal and public-policy aspects of European integration, the following books are recommended:

1. Antonio CASSESE, International law, Oxford University Press, Oxford-New York, second edition, 2005;

2. Neil NUGENT, The Government and Politics of the European Union, 7th Edition, Palgrave-McMillan, 2010, pp. 1-50.

3. Robert SCHÜTZE, European Constitutional Law, Cambridge University press, 2012.
