Learning outcomes
The course aims to provide a general framework of public rules that regulates the information and communication activity between public administrations and citizen.
Course contents
The program is structured in two parts: the first part analyses public regulations of some communications media as Press, Television, SMA and New Media. The second part is dedicated to the information and communication originated from public administrations. From this point of view the administrative procedure is examined as a moment for an exchange of views between administration and citizens, and as a way to participate to public decisions. The principle of transparency and the Freedom of Information Act (FOIA) will be examined with particular regard to the access to administrative and electronic documents, to civic access and to publication obligations. Attention will be paid also to e-government, digital citizenship and to public services digitally provided. The course will analyse the different types of public communication with his main instruments and will explain the communication and information structures created at the government, regional and local level of administrations, such as the Public Relations office, the Press office, the one-stop shop and the Spokesperson.
