Learning outcomes
The course aims at providing a detailed description of the main functions and policy tools implemented at the EU level in the fiscal policy field.

1.Public policies and the role of the EU level according to the fiscal federalism theory
2.Fiscal policy in the EU before the Maastricht Treaty
3. The theory of the Optimal Currency Area
4. Trends and drivers in the evolution of the public debt
5. From the Maastricht Treaty to the Stability and Growth Pact
6. Fiscal rules in the EU: rationale and critic aspects
7. Italian fiscal consolidation and future challenges
8. Fiscal consolidation under symmetric and asymmetric shocks
9. Fiscal polity in the EU during the crisis
10: The EU budget: origins, functions and expenditure headings
11. The Eu Budget: the own resource system
