Prerequisites
To deal with the course profitably, special legal prerequisites are not required but a certain interest in the events, Italian and not, related to emergency communication.
Learning outcomes
The course, which is eminently practical, focuses on the communication of risk and emergency with particular regard to the National Civil Protection Service in Italy. A first objective of the course is to provide the main notions to know the order of the Republic (Government, public administrations, function of communication of PAs). A second objective, however, is to know how and how risk and emergency communication tools are communicated by public authorities and, above all, the National Protection Service under the coordination of the National Department of Civil Protection at the Presidency of the Council of Ministers, in order to provide theoretical-practical skills in risk communication with the aim of being able to develop appropriate tools and modes of communication in an emergency context. You will also learn to write short texts (press releases).
Course contents
The course consists essentially of four parts:
1) Basics of the Italian constitutional order, with a particular focus on the new model of public administration;
2) Public communication, as governed by law 150/2000 and in practice, especially the emergency from Covid19;
3) Risk and emergency communication:
- National Civil Protection Service from a legal, organisational and operational point of view
- Department of Civil Protection at the Presidency of the Council of Ministers
- Civil protection information in peacetime: actors, actions and tools
- Emergency civil protection information: actors, actions and tools
Communication plan
- Case studies on emergency communication and information management
4) Public administration and social media:
Institutions and social media in Italy and abroad
- The experience of the United States
Some good practice.
Teaching methods
Lessons, also with the intervention of the Department of Civil Protection (legal office, press office and communications office) members. Analysis of practical cases with presentation by students.

Some chapters, which will be communicated in class, of the two texts: G. Avanzini, G. Matucci, L. Musselli, Lessons in Information Law, Giuffrè, 2019. Chapters;
S. Illari (edited by), Communicate (in)the emergency. Four lectures, Scientific Editorial, 2020, being printed.
Assessment methods
Oral exam, with special arrangements for attending students. These modes will be communicated during the course of the lessons.
Further information
The course is eminently practical, with the help of news sources (earthquakes, floods) and recent experience of emergency communication on the subject of Covid19.
